The Toulouse conference is the first of three scientific events in 2022 that are part of the REGALIEN project, a scientific project led by the Law School of Sciences Po Paris, the Louis Favoreu Institute of the University of Aix-Marseille and the Maurice Hauriou Institute of the University of Toulouse-Capitole.
Led by Marcel Morabito, Guillaume Tusseau, Stéphane Mouton and Ariane Vidal-Naquet, accompanied by several teacher-researchers specializing in the issue at both the French and European levels, this research project is composed of two categories of work: the first, academic, is made up of theoretical studies on the issue of the responsibility of the executive powers in Europe, with the aim of apprehending this still largely elusive object; the other is made up of different events with different actors.
The idea behind these events is to confront the scientific studies carried out "upstream" by academics (monographs and transversal studies) with the point of view of different actors, political and institutional of course (legislators, jurisdictions, people...), but also economic and social actors and even citizens, to the question of the responsibility of the executive power.
In this perspective, it is incumbent upon the Toulouse demonstration, which will take place on January 21, 2022, to reflect on the question of this responsibility from the point of view of these actors located in "the territories". "Territories" here refers to a generic term that draws its justification from its opposition to another generic notion, that of central power. More technically, this notion of territories aims to situate the interest of the subject in the political and legal relationship that national governments maintain with local, institutional and peripheral, but also European, actors, in order to appreciate how they influence in their own way the mechanism of political responsibility that weighs on the constitutional body that ultimately has the power of political decision.
